EKCC Prison Overview

Eastern Kentucky Correctional Complex, often shortened to EKCC, is a Kentucky Department of Corrections adult institution in West Liberty. The prison is a medium and minimum security facility in the Appalachian region of Morgan County. Its role is different from Rowan County Detention Center. EKCC holds sentenced Kentucky state prisoners, while Rowan is the practical jail roster path for current Morgan County adult jail custody under the county's housing arrangement.

The official Kentucky DOC EKCC profile lists Warden Shawn McKenzie and ADA Coordinator Larry Williams. It states that construction began in January 1986, Phase I began receiving inmates in February 1990, and Phase II was completed in December 1991. The facility sits on 157 acres and includes a 90-bed minimum-security unit outside the fence. Its design received a 1990 Kentucky Society of Architects / AIA Honor Award of Design Excellence.

Because EKCC is a state prison, public lookup starts with Kentucky Online Offender Lookup, not JailTracker. A person may appear in KOOL after sentencing and DOC processing, while a newly arrested person will more often appear on the serving jail roster if still in local custody. Families should keep that split clear when searching for Morgan County inmates, prison transfers, or records after a court sentence.

Kentucky DOC's Daily Population Report for June 11, 2026 listed Eastern KY Corr. Complex with 1,694 in count, 2 in hospital, 16 in court, and 1,712 total prisoners. The same report listed 1,914 as operational capacity. The official EKCC profile also lists security status as Medium/Minimum and gives an official page population figure of 1,914, so page readers should pay close attention to the source and date for each number.

The DOC facility page supplies additional institutional context. It lists total staff at 360, Black inmates at 35 percent, White inmates at 60 percent, annual cost per inmate at $33,592.77, daily cost per inmate at $92.03, and annual operating budget at $44 million. Those are state-prison figures. They should not be mixed with Morgan County jail booking numbers, Rowan County Detention Center capacity, or court docket counts.

EKCC Inmate Lookup

Use Kentucky Online Offender Lookup for sentenced state prisoners at EKCC. KOOL is the Kentucky Department of Corrections public locator. It is not the Rowan County jail roster and should not be used as the first search for a person just arrested in Morgan County. KOOL is strongest when the searcher has the last name, first initial, full name, or offender identification information.

1. Open KOOL and begin with the last name plus a first initial if the spelling is uncertain.
2. Add first name, middle name, gender, offender type, location type, aliases, or photo-only filters only when needed.
3. Open the offender name to review the full DOC profile, current location, photo if available, and conviction information.
4. If KOOL does not show the person, check Rowan JailTracker for current jail custody or call the proper holding agency.

The KOOL FAQ says entering too much information may produce no results if one detail is wrong. It recommends starting with fewer fields and then narrowing. The FAQ also states that KOOL data is updated 4 times each day, most photos are available but not guaranteed, and photos may take several days after institutional in-processing.

Other locators have narrower roles. VINELink can help with custody notification, but it should not replace confirmation from DOC. A federal sentence belongs in the BOP inmate locator, not KOOL. Immigration detention is searched through the ICE detainee locator. Those systems do not turn EKCC into a federal or immigration facility; they are fallback channels when a Morgan County search does not fit state prison or local jail custody.

EKCC Address and Contact

Contact EKCC for prison-specific questions about visiting, emergency calls, mail, and institutional rules. Do not call EKCC to confirm a new Morgan County arrest unless there is reason to believe the person is already a sentenced Kentucky DOC prisoner or was transferred into DOC custody. For jail booking questions, the better starting point is Rowan County Detention Center or the arresting agency.

DOC offender records have their own open-records process. Kentucky DOC requires written requests for records in its custody and accepts requests by email, mail, or fax through its open-records request page. Offender requests should include the full name plus date of birth or offender ID. DOC says it has five business days to respond by statute, and some copy media and postage charges may apply. EKCC Mail and Phone

EKCC general inmate information states that emergency calls should go to the institution at (606) 743-2800. Inmates cannot receive outside phone calls. Prisoner calls are collect, and the recipient is responsible for charges. This is a prison phone rule, not a county jail bond line or a local police contact.

Incoming mail must arrive through the U.S. Postal Service and is subject to inspection and reading for contraband or rule violations. Money and property rules should be verified through the current DOC and EKCC instructions before sending funds or items because prison systems use strict formats and may reject mail or deposits that do not follow current policy.

EKCC Prison Admission

EKCC does not operate as the street-arrest booking desk for Morgan County. A person usually enters state prison only after court action, sentencing, DOC intake, and classification. Classification is the prison system's review of security level, housing, program needs, medical needs, and institutional placement. That is different from county jail booking, where a newly arrested person is identified, screened, and held while bond and first appearance issues are handled.

KOOL may lag during transfer or in-processing. The KOOL FAQ says photos may take several days to appear after institutional processing, and most photos are available but not guaranteed. KOOL also lists only the last 10 convictions; additional conviction information must be requested from Offender Information Services. For Morgan County court charges after arrest, use the Morgan County court clerk and Kentucky Court of Justice systems instead of relying only on a prison profile.

The facility also has ACA accreditation, significant staff and budget reporting, and a local role in Morgan County beyond custody because it is a major state institution in West Liberty.

EKCC Dog Program

EKCC's A.L.P.H.A. dog program is one of the most local features in the facility research. The history runs through the 2012 West Liberty tornado, when many local dogs were displaced and Morgan County Animal Shelter began working with Pals4Pets in Kendall, New York.

Recent Morgan County detention records add one more local detail.
